William (Bill) Lea, Chairman of IMEA Group, Independent Advisor to the Building Commission
William (Bill) Lea is a long-standing leader in the Australian fire protection industry, known for his technical expertise, industry advocacy and contribution to workforce development. With a mechanical trade background and extensive operational experience, he transitioned into pumps and fire protection early in his career, later establishing a business that has grown significantly and trained hundreds of apprentices.
Bill has played a key role in national industry reform through his work with FPA Australia, contributing to residential sprinkler standards, fire safety regulatory improvements in New South Wales, and the development of accredited pathways for fire systems designers and assessors. His service has been recognised with the AV Viscogliosi Award, the Australian Fire Service Medal and the National Medal.
He is currently the Managing Director of Prime Pumps in New South Wales.

Jason Li - Principal Advisor - Technical, Building Commission NSW
Jason Li is a structural engineer with 10 years’ experience in the construction industry. Jason’s experience includes both new build development and rectification of existing buildings. He worked as a remedial engineer specialising in structural rectification, waterproofing design and client-side project management.
Jason started his career as a post-tensioned design engineer working for a D&C contractor with a focus in residential buildings. He transitioned to remedial engineering with a focus in the designing and diagnosing external waterproofing. He started working within the Class 2 audit team with Fair Trading in 2022 focusing on structural, waterproofing and building enclosure defects.
Stephen Poulter, Senior Building Surveyor-Fire Safety, Port Stephens Council and University Lecturer, Central Queensland University
Stephen has 21 years’ experience in Local Government as a registered building surveyor and is currently in the position of Senior Building Surveyor – Fire Safety at Port Stephens Council.
He is also a lecturer for Central Queensland University since 2009 in the fields of fire safety design, fire engineering and performance, commercial construction, and other building surveying related subjects.
Stephen has undergraduate and post graduate qualifications in building surveying and environmental health.
