Routine Service of Pumped Hydrants and Valves
This Restricted Class allows you to undertake the following
work:
- Monthly, six monthly and annual routine servicing of pumped
hydrants and valves in accordance with AS 1851.
It does not allow you to undertake the following:
- Annual servicing of Class 2 or 3 buildings above 3 stories and
Class 9 buildings
- Routine servicing of any hydrant forming part of a combined
system
- Routine servicing of any hydrant system with pressure-reducing
or pressure-limiting valves
- Routine servicing of occupancies of excessive fire hazard as
described by NCC V1 Table E1.5 Requirements for Sprinklers
- Any other fire protection work including construction,
installation, replacement, repair, maintenance, testing and
commissioning work
Pathways to meet application requirements
FPA Australia offers a single assessment only pathway for this
class.
Due to the transitional arrangements that require applicants to
enrol in a Certificate III in Fire Protection (sprinkler fitter)
qualification to continue to perform this work after 1 July 2021, a
training course pathway is not applicable for this class.

Assessment Only Pathway
The Assessment Only pathway is for individuals who have been
undertaking the work covered by this class for an extended period
of time and who are capable of passing the required assessments and
Licensing and Registration recognised exam without undertaking any
formal training.
Participants are required to download and review
the Guide for Licensing and Registration Recognised
Exam for VBA Fire Protection Restricted
Classes from the FPA Australia website.
The Guide sets out the skills, knowledge and experience required
and includes sample questions similar to those included in the
recognised exam.
If a participant is confident that they satisfy the skills,
knowledge and experience requirements, and are able to answer all
of the sample questions, they may proceed with enrolling in this
pathway.
Participants who are not confident or are unable to answer all
of the sample questions without assistance are not suitable for the
Assessment Only pathway and are required to enrol in the Training
pathway.
Participants who enrol in the Assessment Only pathway will be
provided with a "Required Knowledge Guide" to help refresh their
knowledge, prior to attending a scheduled assessment session to
complete the assessments and the Licensing and Registration
recognised exam.
The assessment only pathway will be completed in three
stages:
- Stage 1: Completion of workplace based learning and assessment
for supporting units of competency (if required)
- Stage 2: Completion of knowledge component of Licensing and
Registration recognised exam
- Stage 3: Completion of practical component of Licensing and
Registration recognised exam. Practitioners
must pass the knowledge exam prior to
undertaking the practical exam


Supporting Units of Competency
All four fire protection restricted classes require applicants
to complete three "supporting" units of competency that are common
to all classes. These units of competency are only required
to be completed once, regardless of the number of restricted
classes that an individual applies for.
The supporting units consist of:
- CPPCMN2002A - Participate in workplace safety arrangements
- CPPFES2004A - Identify types of installed fire safety equipment
and systems
- CPPFES2006A - Prepare for installation and servicing
operations
These units form part of the FPAS Accreditation Scheme as well
as being core units in the Certificate II and Certificate III in
Fire Protection Inspection and Testing qualifications.
Applicants are encouraged to check if they have completed any
supporting units prior to enrolment.
Completion of the supporting units of competency is undertaken
through a workplace based training delivery model.
Applicants who require the supporting units can enrol at the
same time as enrolling in the applicable pathway for each selected
fire protection restricted class. A separate enrolment
fee is payable (see below).
Recognition of previous training
Whilst the VBA stipulates units of competency from current
national training packages, many individuals hold units of
competency and/or qualifications from superseded
qualifications.
Individuals with superseded qualifications, sufficient
experience and current ability in a unit of competency can bypass
the learning and go directly to the assessment by undertaking a
process known as Recognition of Prior Learning (RPL).

Complying with the Knowledge
Requirements
The VBA specifies knowledge requirements for this class in the
form of units of competency that an applicant is required to hold
to apply for registration or license.
The knowledge requirements for this class allow an applicant to
hold either CPCPFS3043A Conduct functional water flow
testing; or a
training course accepted by the VBA that delivers knowledge in
conducting the water supply proving test on fire hydrant
systems.
The VBA has confirmed FPA Australia's training course,
"FPARS3120 Conduct water flow testing from fire hydrants using
portable flow measuring devices", is an accepted course for
the purpose of meeting the application requirements for both the
pumped and unpumped fire hydrant restricted classes. This
unit will be included as part of all enrolments in this class.
Assessment Calendar
Once an applicant has completed a refresh of their skills and
knowledge and completed the supporting units (if required) they
will be eligible to schedule an assessment and undertake the
Licensing and Registration recognised exam.

*Note:
- The knowledge assessment and exam will be conducted at FPA
Australia National Office
- The practical assessment and exam will be conducted onsite at
an appropriate location. Practitioners must
pass the knowledge exam prior to undertaking the
practical exam
- Additional charges will apply if the practical assessment is
undertaken at a location that is further than 1 hours' drive from
FPA Australia's National Office in Blackburn North or where there
is a requirement to conduct the assessment at multiple sites (refer
to the schedule of fees for further details).

After successfully completing the assessments, participants will
receive the following:
A Statement of Attainment for the

- CPPFES2006A - Prepare for installation and servicing

- Units specific to this class
- CPPFES2037A - Inspect and test fire hydrant systems
- CPCPFS3041A - Inspect and test fire pumpsets
A Certificate of Completion for:
- FPARS3120 - Conduct water flow testing from fire hydrants using
portable flow measuring devices
- Licensing and Registration recognised exam relevant to
this class
Additional Experience Requirements
The VBA requires an applicant to have a range of experience
attained prior to 18 November 2018 to be eligible to apply for
registration, this includes:
- Six-monthly servicing - completion of 150 service jobs at 10
different sites
- Annual servicing - completion of 25 service jobs at 10
different sites; and
Additional Requirements for Licensing
In addition to the requirements for registration, applicants for
a licence are required to hold additional units of competency and
specific insurances.
