    Applying for Licences, Authorities and Permits

    Who issues these licenses, authorities and permits?

    All licences, authorities and permits relating to the fire protection industry are issued by the Fire Protection Industry (ODS & SGG) Board.

    What Extinguishing Agent Handling Licence (EAHL) should I apply for?

    The Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 allows for three types of EAHL. These are:

    • Trainee EAHL
    • Experienced persons EAHL*
    • Qualified persons EAHL**

    Note:

    *For your experience person licence to be approved you will need to include a certified copy of your Statement of Attainment for PRMPFES43A.

    **The learning and assessment resources for a qualified persons licence 1 and 4 have now been finalised. A gradual rollout of licence 2,3,5 and 6 will occur in 2010/11.

    There are six different categories of Experienced Persons Licence. These are:

    • Portable Fire Extinguisher Maintenance Licence
    • Fixed System Installation and Decommissioning Licence
    • Fixed System Testing and Maintenance Licence
    • Recovery, Reclamation, Fill and Recycling Licence
    • Warehouse Maintenance Licence
    • Control Systems Installation, Commissioning and Decommissioning Licence

    How do I apply for a Trainee EAHL or an experienced person EAHL?

    Fill in the application and return it to FPA Australia, along with the annual fee of $100 and all applicable information. Click here to download a copy of an application form.

    Note: There are no prerequisites for a trainee licence but you must complete one unit of competency (PRMPFES43A) within 12 months of obtaining your licence or your trainee licence will not be renewed. For information about the required unit of competency see the following section.

    Before you can apply for an Experienced Persons EAHL you must obtain one unit of competency. This competency is PRMPFES43A Prevent ozone depleting substance and synthetic greenhouse gas emissions (43A).

    To obtain competency 43A you must show that you know which extinguishing agents are ozone depleting substances and synthetic greenhouse gases. You must also show that you understand the legislation, the ozone layer and greenhouse effect and the entitlements of each category of licence.     How Do I Apply for an Extinguishing Agent Trading Authorisation?

    Before granting an authorisation the Board must ensure that the licence holder has:

    • Appropriate equipment to be able to handle and prevent avoidable emissions.
    • Ensure that only people with the appropriate licence actually handle the extinguishing agent.

    An extinguishing agent trading authorisation holder will be required to maintain appropriate records of all amounts of extinguishing agent and provide regular reports to the Board in accordance with regulation 332.

    You must also provide a risk management plan to the Fire Protection Industry (ODS & SGG) Board. This must address all the issues contained in Regulation 331 of the Ozone Protection and Synthetic Greenhouse Gas Management Regulations 1995.

    An Extinguishing Agent Trading Authorisation costs $300 for two years.

    How do I apply for a Halon Special Permit?

    A halon special permit may be granted by the Board where it is satisfied that:

    • Applicant is appropriately experienced and the use of the halon is to protect human life or operate equipment that is critical to the community.
    • There is no practicable and safe alternative available at reasonable cost.

    You must also provide a risk management plan to the Board. A halon special permit holder may also need to hold a trading authorisation if they trade in that halon.

    A halon special permit costs $200 for one year.
