Ozone Depleting Substances (ODS) and Synthetic Greenhouse Gases (SGG)
ODS and SGG Learning and Assessment Resources
Learning and assessment resources are being developed to support new and revised units of competency that describe the use of ozone-depleting substances (ODS) and synthetic greenhouse gases (SGG) used in the fire protection industry.
The learning and assessment resources match the following six licences contained in Table 322 of the Ozone Protection and Synthetic Greenhouse Gas Management Regulations (1995) - Fire Protection Industry Regulations
- Portable Fire Extinguisher Maintenance
- Fixed System Installation and Decommissioning
- Fixed System Testing and Maintenance
- Recovery, Reclamation, Fill and Recycling
- Warehouse Maintenance
- Control Systems Installation, Commissioning and Decommissioning
The development work in funded by the Department of the Environment, Water, Heritage and the Arts and undertaken by the Fire Protection Association Australia in partnership with the Construction and Property Services Industry Skills Council.
Units of Competency for Extinguishing Agent Handling Licences
The left column in the following table lists the six Extinguishing Agent Handling Licences and the right hand column lists each nationally endorsed unit of competency for which a self paced learning guides and assessment resources are available or uner development .
- White background indicated resources available
- Yellow background indicatesd recources under development
| Extinguishing Agent Handling Licences | Units of Competency |
|---|---|
Portable Fire Extinguisher MaintenanceTo charge and recharge a portable fire extinguisher, and repair the extinguisher valve |
|
Fixed System Installation and Decommissioning
(b) to install and disconnect gaseous agent containers; and (c) to install and disconnect any interconnections to other gaseous system containers; and (d) to install and disconnect ancillary equipment connections to manifold and pipework; and (e) to attach and remove transport equipment, such as valve outlet and actuator port caps, plugs and locking devices installed to prevent accidental discharge |
|
Fixed System Testing and MaintenanceTo test and maintain a gaseous fire extinguishing system (fire protection equipment), including:
(b) to disconnect and reconnect actuation devices (mechanisms); and (c) to disconnect and reconnect any interconnections to other gaseous systems containers; and (d) to disconnect and reconnect ancillary equipment connections from containers to manifold and pipework; and (e) to test actuation devices (mechanisms); and (f) to perform any tests and maintenance on any Fire Detection and Alarm System, including any remote operation panel and actuation and control system that interfaces with or forms part of a gaseous fire extinguishing system; and (g) to perform any tests and maintenance on gaseous agent containers and ancillary equipment connections from containers to manifold and pipework |
|
Recovery, Reclamation, Fill and RecyclingTo recover, reclaim, fill and recycle an extinguishing agent into and from a fire extinguisher and gaseous fire extinguishing system container from and to a bulk agent container |
|
Warehouse MaintenanceTo monitor for leakage stocks of extinguishing agent bulk agent containers in a warehouse and, as needed, to transfer the extinguishing agent from a leaking storage container. |
|
Control Systems Installation, Commissioning and DecommissioningTo install, commission and decommission a fire detection and alarm system, including any remote operation panel and actuation and control system that interfaces with or forms part of a gaseous fire extinguishing system |

Learning and Assessment Materials for each Extinguishing Agent Handling Licence:
PRMPFES43A Prevent ozone depleting substance and synthetic greenhouse gas emissions
This competency is a requirement for each of the extinguishing agent handling licences. The learning materials for it are now available from FPA Australia on a CD called 'Fire Up! Preventing ODS & SGG Emissions'. Being available on a CD allows those wishing to obtain the competency to undertake the learning in their own time and at their own pace. To obtain your learning material download the enrolment form or call us on 1300 731 922.
Learning and Assessment Resources for RTO's
Resources are available to Registered Training Organistaions (RTOs) offering units that support Extinguishing Agent Handling Licences. Email FPA Learning & Development for further information
